National Heritage Preservation Incentive Fund

The National Heritage Preservation Incentive Fund (NHPIF) is is a fund administered by Heritage New Zealand Pouhere Taonga for the purposes of assisting with projects to conserve or preserve privately owned places on the New Zealand Heritage List/Rārangi Kōrero (the List).

Eligibility

There are three key questions to determine whether you can proceed to making an application to the NHPIF:

Is the property eligible?

The property must be entered on the List as one of the following:

  • Category 1 historic place; or
  • Category 2 historic place; or
  • National Historic Landmark; or
  • a wāhi tapu; or
  • wāhi tapu area; or
  • wāhi tupuna; or
  • notified for entry as any of the above.

In exceptional circumstances, if a property is located in an historic area entered on the List and a heritage assessment can be provided to demonstrate that it would meet the criteria for Category 1 historic place, then it may be considered eligible for applying to the NHPIF. This must be discussed with a Heritage New Zealand staff member prior to any application being prepared and provided for consideration.

The property must be in private ownership and the owner must not be able to access Lottery Grants Board funding. This means Charitable Trusts, council and Crown-owned properties are not eligible to apply for the NHPIF.

  • Stablisation, repair or restoration relating to historic buildings and structures 
  • Conservation work relating to land or archaeological sites 
  • Professional services (e.g. research, condition reports, conservation plans, work specifications, management plans or supervision of work) or risk management plans.

This may include staged projects, where we will accept applications for separate stages of a larger project. The staff in your closest office will be able to assist you with this distinction.

Priorities for 2024 funding

Our Board sets the priorities each year for application consideration. For 2024 the priorities are:

  • conservation and preservation of sites of significance to Māori
  • conservation work to heritage places to increase resilience and respond to the impacts of climate change, including repairs, and site stabilisation relating to land and archaeological sites
  • seismic strengthening and risk management planning.
Applications
How much money can I apply for?

You can apply for up to 50% of costs of your project, up to a maximum of $100,000. In some instances where the works are for professional services such as a conservation management plan, then we may be able to offer a higher contribution. This however is not guaranteed, and we will need to see evidence in the application that you can fund some of the works proposed.

Will I get the amount I am applying for?

Every year Heritage New Zealand Pouhere Taonga receives applications that well exceed the amount of money that we have available.  For this reason, often the amount of money awarded is less than the amount that is applied for.

We would love to award the full amount of all eligible projects. However due to the high number of applications this is just not possible.

Yes, we have staff in each regional office who are happy to discuss your project and help you put it together.

Can I get help to plan my project?

Whilst we can help with some elements of a project, often you will need to engage a heritage professional to assist with planning the works. We are also available to meet with your expert and assist with some guidance about our recommendations for your project.

Timeframes

What are the relevant dates for 2024?

Applications open on 29 April 2024 and close on 21 June 2024.

They are considered by an appointed group who will present recommendations to our Board for final consideration.

Board decisions will be made in August and successful applicants will be advised shortly after, and prior to 31 August 2024.

What happens if I am successful?

If you are offered a grant we will contact to let you know in the latter half of August. Then we will prepare a letter of offer and draft contract for your consideration before finalising. Once the contract is signed, you can then begin your works.

How do I receive my funding?

Once your works are completed, you will work with our conservation advisors to make a claim for reimbursement of monies spent in relation to the works. This includes providing evidence that the works are completed and that payment has been made. Once these steps are completed, we will reimburse you in accordance with your signed contract.

Are there any conditions if I am successful?

In some instances, particularly when a grant awarded is over $50,000 we may require a heritage covenant to be registered in your record of title in order to protect the works and the building going forwards.
